[laughter] there were more late arrivals. now, why should this be? according to the standard economic reasoning, charging for something should decrease rather than increase the willingness to consume now. so what happened here? well, something similar to what was going on. before when parents came late, they felt guilty. they were imposing inconvenience on the teachers. but now they treated it as a fee for a service. like hiring a babysitter. and you don't feel guilty when you pay money to the babysitter to perform the duty of looking after your child. the attitudes changed. monetary payment change the relationship between the parent and the day care center and crowd out the sense of obligation to show up on time. wh
